After further thought and discussion with my bud at the parts store, we've come to the conclusion that having the pressure of the spring loaded cap clamped down on the stamped steel insert of the tank for long periods of time actually pulled the steel inward - making the opening smaller, hence not being able to remove the cap.
This is why buying the cheap Summit brand stuff isn't necessarily a good value.
