We , have those around here . To me it looks like he leaned into the turn the truck made off the bridge. If it had just been a mechanical failure I think he would have been slung somewhat to the left.

I don't know what modern trucks use, but growing up I remember lots of garbage trucks having two steering wheels. It let them do their work on the curb side without stepping into traffic but let them drive normally going down the highway.
