So there's no constitutional right of assembly?

Assembly for the purpose of breaking the law or the observation of others breaking the law should not be allowed.

If a killing happens and an individual or crowd watches and cheers, you better believe they'll be in hot water. At least in civilized countries.

I respectfully disagree with your interpretation of our constitutional rights. It's clearly stated in the Bill of Rights that people have the right to peaceably assemble:

"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."

It's abundantly clear that this ordinance is diametrically opposed to what's written in the US Constitution, and thus invalid.

It's a law they think won't be opposed. The city council is banking that the street racers and the crowds won't pay a lawyer to sue the city. Time for a call to ACLU.

Just go by Vic Hubard Speed and Marine on any given night and you will hear where the next race is.
