The car was apparently given to the anti-gang unit of the police force. I'm thinking it is being used for work that would make published photos a problem.

I'll take Atlanta over Memphis any day.
After being hit by a drunk while walking across the street and having the cop stop writing notes the instant I mentioned the drunk's skin color, the only thing I go to Memphis for now is to leave a big seaming deuce in the city's sewer system and empty all the travel-trash out of my car for their landfills while I pass through town.

I wonder if police cars are insured for damage and/or total loss? If they are, and the city was paid for the car by their insurance company, and then the guy bought it back with city funds and pimped it out, that could be where he's getting his $3,800 figure.

Either that or he's a typical politician and doesn't have the first idea how numbers on paper correspond to actual dollars in a budget, and just made up some figure he thought looked nice.
