The Honorable Valencia Seay appears to have missed the point.

While street racing is generally unsanctioned and uninsured, there are uses for state roads that involve racing. One is the aforementioned Grand Prix type events.

Another is hillclimbs and Time Trial events that are both sanctioned and insured by the Sports Car Club of America (SCCA). Before SCCA grants a sanction, the course is approved by a licensed course inspector who is chiefly interested in SAFETY. The drivers have all demonstrated their vehicle proficiency while obtaining a SCCA competition license. Each vehicle must pass a thorough technical inspection by a SCCA licensed Scrutineer.

The Grand Prix of Long Beach brings in a lot of money to the city. Now that CART got wrapped back into Indy Racing League they get Danica racing around the streets. She brings crowds. It's great for those who like watching racing. A major pain in the ass if you live any where near the race circuit.

this is a great idea, I hope it gets somewhere. Where I am at could have ine hell of a rally circuit, but it is stuck out on logging roads....
A law like this could at least allow for an idea, and then go from there with other facts.
