After living and working in England for two years, I believe it !!
The 53-year-old woman driving her car down the road with the hood folded over the roof probably said;
"But constable, it just happened" !!

This sounds like a local zero tolerance campaign. Using a cell phone is an offence everywhere in the UK, calling or texting though it is regularly ignored. I would expect everyone caught got prosecuted.

I have had a hood come up on me while driving on a public road and it is a pretty scary feeling. All of a sudden there is NO vision. All you can do is crouch down and get what vision you can through the small piece there is at the bottom and get off to the side of the road as quick as possible.
Also had it happen once on a race track.

Last year I was coming back from taking my sister to the park, and I see this car ahead with something yellow wedged under the hood, I was saying to my sister "That hood is going to fly up, it isn't even latched" when the hood flew up, they pulled over, it looked like it had a battery charger under the hoodRumors of my demise by rollover have been greatly exaggerated.
