I doubt it's location will do anything to help. It's way out in the sticks. Hell, it's closer to Palm Springs than anyone in LA. That means it will be hotter there than Fontana shadeless track.
The only real solution is building a real 1/4 mile track in Irwindale. The current 1/8th mile there is nothing more than an after thought stuffed in the corner of the roundy round track's parking lot. That track has a sloped starting line and the right lane shut off area is partially blocked by third turn of the round track. Irwindale is mostly old rock quarries that served the freeway building in the southland. Lots of empty land, no people live around there to complain about noise, and it's centrally located to nearly everyone in LA's megaopolis. another pipe dream that will never go forward. AND if someone was going to spend that kind of money, doing it in the same area of lacr would be a huge mistake. That track was a joke-blowing sand on the surface, either 100 degrees with a50 mph side wind att he finish line in summer or 30 degress with the same wind and sand issues in the winter. Fontana isn't great, but it is a lot better than lacr ever was, and Bakersfield (famoso) is easily nicer than either.67 Fairlane 434 ci/464 hp/488 tq-RIP

Banning is east of Fontana just before the pass to Palm Springs. The same pass they have tons of wind generators in. Now, the sand blowing is much worse on the other side of the pass, but it's certainly not dust free.
LACR was paved over a quarry for sand, for a concrete company. They leased the land from the concrete company and the company wanted the land back for the sand under it. It was a bad idea for a location from day one with the exception it was cheap and no one lived around there.BS'er formally known as Rebeldryver
