I, like you, have my doubts about this particular concept (the laws of physics remain fairly constant.)
But it is exactly DARPA's mission to pursue high-risk, high-reward revolutionary technologies that can be fielded in the near term (less than five years) to maintain our military technology superiority. Industry could not afford to invest in such risky technology because of the resulting high failure rate. But this approach has spawned lots of stuff that keeps us one step ahead of the bad guys and is saving American lives everyday (stealth aircraft technology, gunshot detection systems to identify and eliminate snipers) which often transitions to commercial uses (like creating the vision and foundations for personal computing and the internet).
Their absolutely large ($3.2B) but relatively small (0.5% of DoD budget) annual budget funds US small businesses (big traditional DoD contractors stay away from flying humvees) and US academic institutions.
Not a waste of money IMO.
