Installing front bumper steel filler panel

I have a 1978 Oldsmobile Omega. I am installing the front bumper. I thought the filler panel bolted up to the bumper bolts used to hold the bumper plate or mounting bracket to the shock absorbers. the holes don't line up. Does anyone know where to mount the filler panel to. is there another plate??

I would think it would bolt to these studs.
