Tools and toys aside, I think it's notable that an officer on a patrolling speedboad fell off and drowned because he couldn't swim.

An officer on a speedboat can't swim. Now, THAT's brilliant. Let's recruit some airplane pilots who are deathly afraid of heights next. Yeah, that's the ticket! We can have a full-service rescue department right there.
