Cool video, neat bikes, but I don't think that is Potter. All those bikes had their riders in a pretty laid down position. Potter rode sitting pretty straight out. Just my opinion!
Those look like period drag bikes to me, or as Potter once called them during an interview I did with thim, "annoying things that made a bad noise and flipped over".
If you watch in the background of one lap, a bike is being pushed started in the staging lanes. This footage must have come from one of the IHRA 1/8 mile National Events they held on the pit road at Charlotte. Two racers were killed during the 1974 version and that was that.
