The guy in the video had keys, access to whatever secure location the car was being kept - he either had permission, or someone else was being negligent in allowing idiots like him to be able to drive the car. What about punishment for the idiot in charge of securing that car then??
When you rent a car, you sign up for responsibility of the car, you also have permission to do whatever you want, as you're responsible for damages.
