My German isn't good, but it appears it's an article about American cars in vintage racing.

The poorly translated basics are..

Along with having some struggles getting the cars registered, the heavy cars don't handle well in the turns, and they're under-braked.

On the straightaways the V8 comes into it's own! The sound of the big cars rushing by always impresses the fans.
