I was born and raised a Hoosier. I remember being on vacation as a child during the Indy 500 and actually being scared that I'd miss the race. I ended up listening to the radio broadcast that year and feeling relieved I didn't miss it. The reward ceremony was even a must watch event for me, and I'd always try to guess the final purse amount. There were many years in a row where my family would travel the few miles to Indy for practice, time trials, or carburation day. The drivers had familiar names and compelling stories. Ever since the CART split it hasn't been the same. In reality the race is a shell of it's former self.
My suggestion would be to allow more innovation. Lets create a race that isn't just part of a race series, but a true 'run what ya brung' race. Let the fans cheer for ideas as well as the drivers. Remember the days of the turbine cars? Who wouldn't want to see something like that again? Make the prize money larger, throw in a few reality series that get people caring about the race again, and then you'll have something.
