Is there any way to test it to see if it works? I think I am going to try to sell it on ebay, is there a fee if no one bids on it?

it's a point distributor..you can put it in an engine and see how it works. There isn't much demand for them, especially with a number like that (from a 307, built March 17, 1969).
This guy sometimes buys them as cores
