If his LOA was expired, he might get in some trouble. The other issue is someone being on what appears to be an active public runway, it might be worse for the guy on the ATV. But as far as "stunts" go, that guy is a professional and gets way crazier and closer than that. It might blow your mind, but you can literally DRAG a wingtip on the pavement and dirt without losing control, I've seen aluminum protectors on wing tips for that very reason. Sounds weird but it's pretty normal for the airshow crowd. that KC135 video is awesome, hah!
I for one hope that nothing comes of the first video because there are youtubes of lots more dangerous stuff out there. I personally don't care if people kill themselves doing stunts because the world's going to be a whole lot more boring place if the Feds step in and crack down on those guys. I have a pilots license so I can tell you what the "general" rules are: 1000' from structures and people on the ground unless you are in the landing pattern or on approach.

There are rules that apply to various types of airspace.....controlled, non-controlled, traffic areas, and other rules that can change what's legal and what is not, concerning minimum altitudes, as well as minimum clearances from people and structures. This happened on an airport, where airplanes are allowed to touch the ground, legally. That said, it sounds as if his 'license' to perform what would normally be considered "reckless and dangerous operations" was expired, so IMO he will be severely dealt with by the Feds. Well by all means, call the FAA and let them know just how bad it hurts your feelings, and let Youtube know while you're at it that it's just plain wrong to have that kind of stuff online.
