Identify Vehicle From Obscure Photo

I saw this pic in another thread and after an appropriate amount of time to appreciate the model, I became interested in the vehicle.

A swiveling seat and split-window front glass?
... and what's with the "necker's knob" on the steering wheel?
Not many gauges and lots of flat metal.

Is this a vintage bus, some type of utility truck or even of a work boat?

Inquiring minds want to know. . . .

It looks a lot like my brother's old Chevy step van - probably a 1975 or so. It was lacking the scantily-clad model, however.
