Nebraska quit safety inspections back in the '70's. Probably because of cost to operate. And, the elderly on fixed incomes who always vote felt they were being picked on. In reality, cops can do the job anyway. If they see broken exhaust pipes, unsafe cars, and cracked windshields; they give people fix it tickets.

As much as Cali is all about emissions testing and the CARB using back door Nazi tactics to get older cars off the road (ie requiring these 20-30 year old cars to run cleaner and cleaner.); the state could care less about unsafe cars running down the road. Never saw so many cars and trucks that had bent frames, crabbing down the road, and total POS's that shouldn't be on any street. Seems they don't care about those cars.

CARB also created a large black market smog testing business because of their tactics. The more CARB tries to tighten their grip, the more law abiding citizens are getting illegal smog tests so they can still drive their cars.
