Here's a dumb question......What is that round thing hanging off the passenger door? Is that some kind of an air conditioner?

Yes.

You see them on some of those 40's lowrider cars. I was watching that lowrider show with Vida Guerra a couple weeks ago, and they talked about them for a bit. Apparently, you pour ice cold water in the opening in the top, then as you drive down the road, air passes through the center part of it, it becomes cooler, then blows into your car.

...but I can't remember what they were called.

Yes.

Swamp coolers....Thermador. They actually contain a fabric on a roll that you rotate thru the water you poured inside and the passing air gives you the "feeling" of air conditioning when MOVING!
