The Fairlane gets my vote. I love those cars. I had a '66 that was the same color as your Cougar with a black ragtop. It had serious rust issues but I loved it. Interior, top, and drivetrain were great. Put a lot of miles on it until the shock towers let go.
My '66 Skylark seems like a much more solid driving car than the Fairlane was but then it didn't have the rust issues either. I think you'd be happy with the Fairlane.
