Thats pretty simular to the way aircraft turbos are often done by keeping them in floating with no wastegate. However it presents the real probably of overspeeding them if you start increasing the air flow. The Q-jet probably wouldn't have lasted long before leaking though with the bonnet potentially pushing the fuel air past the shaft seals and we all know about the casting plugs coming loose under NA, immagine boost.
