Those were all over Okinawa when we were there. Didn't go fast, but easy to manuever and park. My friend's parents had a little van version of that.

Looks like the ancestor of the Omni's that are all over India (better known in the UK as a Bedford Rascal/Suzuki Super Carry). For some reaon all I can think to do with it is maintain some large garden or park, don't want to take something on the street where my knees are the crumple zone.
