This is the problem with building a car that is not smoggable in Cali. They sell cheap.

It is clean! I havent seen one of that gen Regal in a long time,my friend had a blue one. Why cant that pass smog?Cant it get tuned too? Or is it an equipment thing?

Headers, no A.I.R. pump, intake, lack of cats, no thermastatic air cleaner, etc, etc.
You can do engine swaps in Cali, but the new engine has to have all the required emissions for the year of the car, or newer.

You cant swap backwards right (older motor)? So the best way to do something like this is probably to put in an EFI motor ,right?

Older, no. Newer engine in older cars , yes. It has to the emissions equipment for the year of the engine. You can put a 1999 engine into a 1979.

It doesn't matter if it runs cleaner than the car needed to be, it would fail the visual inspection.
