      Maybe a heater cut off valve vacuum control so the heater core isn't hot in summer or when ac is on if it has ac. Or when you have it set to cold and just want air flow but not heated air . Just a thought . .

          oh wait...youre pointing at the thing behind the heater hose?
          id guess modulator line for transmission if it goes to carb.

            Are the heater controls vacuum controlled in a 71 car ? Or all mechanical

              Couldn’t tell you. I thought it was mechanical. Never even cared.....Haven’t had heat or ac in this car ever cause I just been trying to keep it on the road. Posting a pic of this part again

                if you are pointing at the hose with a hose clamp in veiw ,below distriputor it looks like a heater hose. But looks smaller it looks like the size of the hose that goto a powerbrake booster, or a pcv valve is the hose going into your valley cover ? If so that might be a pcv valve and hose .

                  Is it possible that it is the vent to the air cleaner housing? Normally, the PCV valve goes to a fitting on the intake or carb and the vent goes to the air cleaner.

                        On my '77 Olds 403, that hose goes to (or from) the heater.
                        Can you tell if your hose fitting is in the water jacket? That should answer the question...........

                          This is the part. It’s boiled just above the heater core hose. It’s not pcv as that is same location on all Pontiac blocks 326 to 455 as far as I know. I am guesstimating that this is some type of emissions equipment. This is a Cali car so that is why I’m assuming this.

                              interesting, it reduces manifold vacuum to the distributor unless the transmission is in third or fourth gear since there is only full manifold vacuum available, no ported vacuum ports on the carburetor..
