2018 Western Scenic Tour - South Dakota

  • 150...... Near the small town of Springfield, South Dakota is a smaller town named Running Water. Running Water had a ferry service to transport vehicles and people across the Missouri River to Niobrara, Nebraska. Ferry service began in the late 1800's, there were several different boats and operators over the years, service ended in the 1984, leaving a void between SD Hwy 37 and NE Hwy 14. The Chief Standing Bear Memorial Bridge was opened in 1998 restoring this important transportation route. Standing Bear was a Ponca Sioux Chief, the Ponca Indians were forced off their land near Niobrara, and sent to reservations in Oklahoma, many died during their travels from starvation and illness. Standing Bears son died during this time, his son wanted to be buried at home, along the bluffs overlooking the Missouri River. Standing Bear decided to go back north, he was arrested near Omaha and jailed. This brought along a series of events involving lawyers and newspaper reporters, resulting in the court case Standing Bear vs Crook. Through this became the landmark decision that Indians were "people" under the law, and they can enjoy the same rights of any other person in the land.             • 149..... Fort Randall Dam is the second Missouri River dam going up stream, completed in 1956, creating Lake Francis Case. President Eisenhower threw the switch to start the first power generator. Fort Randall dam carries highways US 18 and US 281, and is the first Missouri River crossing that both sides are located in South Dakota. Fort Randall is named after the pioneer days military installation located here. Established by General Harney in 1856, named after the late Deputy Paymaster General of the US Army, Colonel Daniel Randall. Fort Randall's primary purpose was to maintain peace between the white settlers and the native Indians. All that is left of Fort Randall are ruins of the chapel.

              Pickstown is named after Lewis Pick of the Pick - Sloan Plan. Lewis Pick was the Missouri River Director of the US Army Corps of Engineers. Pickstown was built as a government town for Corps of Engineer employees to live while building the dam. The US Air Force arrived in the 1950's, a Strategic Air Command radar base was three miles east on what is known as Radar Hill. The Air Force closed the radar base in the 1970's and Radar Hill is now home to the Fort Randall Casino, established by the Yankton Sioux Tribe. Pickstown, SD was incorporated in 1985.

              Lake Francis Case stretches 100 miles and is a great recreation and fishing lake. Francis Case was a South Dakota journalist, US Congressman and US Senator, he played key roles in expanding highway and waterway infrastructures, especially in South Dakota. There is a Francis Case Memorial Bridge in Washington, DC.......

                          • 148...... Linda, I'm not that far up river yet and I might fall just short of the place you are referring to, however, Oahe is an engineering marvel.

                            On our way upstream from Ft. Randall, the next crossing is the Highway 44 Bridge, more widely known as the Platte - Winner Bridge.

                            South Dakota had a unique problem in the early days, the state is divided east and west by the Missouri River, this creates the "East River" and "West River" situation, some may call it a rivalry. East River is more populated, and is largely farming and industry, where as West River is less populated with Ranching, tourism, and wide open spaces. Connecting the two proved to be a challenge and in the 1920's a commission was installed to study and construct five bridges connecting the state. This is all a story in itself, and I'm not going to go very far into it today as the subject will come up again soon.

                            Platte SD was named after a Fur Trader named Pratte, an error in spelling resulted with the name Platte. The Platte - Winner Bridge carries SD Hwy 44 over Lake Francis Case (Missouri River) and is one of the longest bridges in South Dakota at 5,655 feet and only 28 feet wide. This bridge, completed in 1966 was built for function and not aesthetics, and at that time, was the only Missouri River bridge built after a reservoir (Lake Francis Case) was filled. The task of building a bridge in water depths up to 180 feet proved to be challenging and was not without failure and redesign. Highway 44 crossing at that time, was an important route to the Black Hills, before the completion of Interstate 90. Crossing this bridge is not for the faint of heart, although it is safe to travel, the bridge is long and narrow, giving an illusion of being only one lane wide.....
