Looks like they were going for adjustable idle feeds and failed. My only two suggestions are to epoxy and redrill. Or, new blocks. Not sure if a carb specializt can save these. Probably cheaper to buy new ones. About $70 each.
Thought about filling & redrilling, but don't know what size they are supposed to be in the first place! I did the wire trick today and it helped a bit, it was not enough.
I can't see down in the holes, what does the restrictor look like? it's a cup plug, the part with the orifice is deep down inside there...you need to use numbered drills to "measure" it.
You might want to check the emulsion well bleeds as well. You could do the whole HP ultra thing with screw in bleeds at each orifice, but it might be cheaper to get a set of Quick Fuel or equivalent replacement blocks. BTW those are antiques.
