looks like only one of the pedestrians could have been injured. and thats the guy that stopped, and obviously watched the truck and just waited to see if it was going to hit the bridge. no attempt to run the other direction. "oh that dump has its bed up? its supposed to be like that right?"  ???

That kind of tipper truck should have some kind of start/drive
disabling mechanism, until the tipper is lowered.

You need to be able to move the truck with the dump up when you are delivering your load because the material will stack up in the bed. Ever see the drivers bump the trucks ahead to finish off loading material?

Maybe some kind of lock out so the truck couldn't leave first gear or something.

As i understand it,the driver was out spraying the road with salt.And it was probably low on salt,and the driver had to swing the bed at full tilt to get all the salt out.
