                      It's an incorrect derogatory buzz-word that the government, police and media have adopted to describe drivers who need a track to race at, while refusing to give them one. :P
                      Sure, a good number of "hoons" are hoons, but the majority are labelled with the term because they are car enthusiasts with no track or convenient place to use their own cars.
