Usually, buildings use gallons but they don't cover many miles, so the miles/gallons equation is skewed. Got a smile remembering similar set-ups at EPA. Usually though, our exhaust was scrubbed so no pollutants left the building.

Actually, the scrubber was a BIG water wash system that also acted as the cooling tower for the building. The EPA lab sounded like a Diesel, however. For smoke testing (a requirement left over in the Code of Federal Regulation but no longer really needed because of particulate testing) we had to run the exhaust so that it was not subject to any draw or other influence that it would not see in use. During emissions testing all the exhaust is diluted to help handle the water and a percentage is captured for analysis. So it was these smoke tests that sometimes made the building roar.
