Regardless of their impact on the environment, we can’t change parts unless a company has spent hundreds of thousands of dollars having that part tested and approved by the California Air Resource Board. California Bill to Exempt pre-1981 Vehicles From Emissions Inspection Requirement Fails Committee Vote; Granted Reconsideration
Legislation (S.B. 1224) to exempt all motor vehicles prior to the 1981 model year from the emissions inspection requirement has been granted reconsideration after failing to be approved by a Senate Transportation and Housing Committee vote. The bill failed on a 3-4 vote, with two committee members not voting. The bill will be reconsidered in a future committee hearing. Those who voted in favor of the bill are Senators Gaines, Harman and Wyland. Those who voted against are Senators DeSaulnier, Lowenthal, Pavley and Simitian. Senators Kehoe and Rubio did not vote on the bill.

· S.B. 1224 recognizes the minimal impact of pre-1981 vehicles on emissions and air quality.
· S.B. 1224 acknowledges that pre-1981 vehicles still constitute a minuscule portion of the overall vehicle population and are a poor source from which to look for emissions reduction.
· S.B. 1224 endorses the fact that pre-1981 vehicles are overwhelmingly well-maintained and infrequently driven (a fraction of the miles each year as a new vehicle).
· For years, legislators, regulators and stationary source polluters have felt the heat from failed efforts to meet air quality goals and have looked to older cars as a convenient scapegoat, using false data and inflated annual mileage assumptions to further their case. S.B. 1224 helps validate the truth. The old car hobby should not continue to carry the burden of past mistakes!

Please understand that this bill is to eliminate the biannual smog inspection, but the cars will need to have the stock smog equipment, please use common sense if you talk about the topic on car forums.

Here is a novel idea, move away from CA. and go to a state that doesn’t penilize car owners and hard working Americans. CA has the highest taxes in the country and is about to go bankrupt, think about it?
As Reve Ram stated, it actually applies to all states. Federal law says it is illegal to tamper with, cause to be inoperative or remove any smog equipment. The law that is being discussed only eliminates annual inspections. Did anyyone else note that the no votes came from liberals. Many of whom would just as well like to get rid of all cars. Please remember that at election time. If you really want to see the demise of automotive enthusiasm, check out what your pres would like to do.

Federal ethanol policy increases Government motors oil use and Big oil profit.
It is reported that today California is using Brazil sugar cane ethanol at $0.16 per gal increase over using GMO corn fuel ethanol. In this game the cars and trucks get to pay and Big oil profits are the result that may be ready for change.
We do NOT support AB 523 or SB 1396 unless the ethanol mandate is changed to voluntary ethanol in our gas.
Folks that pay more at the pump for less from Cars, trucks, food, water & air need better, it is time.
The car tax of AB 118 Nunez is just a simple Big oil welfare program, AAA questioned the policy and some folks still agree.
AB 523 & SB 1326 are just a short put (waiver) from better results.
