Ticknall, which is in the midlands of England between London and Glasgow, Scotland, has had a problem for quite some time: on the road that leads into the village, speeding was becoming a genuine issue. The town first dropped the speed limit down to 30mph, a reasonable limit for a village with a population of about 700. But the speeders didn’t slow down, so the police, in a rather novel move, gathered a group of volunteers, gave them radar guns to use, and allowed them to pull over drivers that were six MPH or over above the speed limit.
Unfortunately, this plan might have backfired, because in ten operations where this was allowed, over 200 drivers ended up getting pulled over. Now, this might sound like it’s working, but there was one hitch: the volunteer took the name and info of the driver and turned it over to the cops, who ended up having to fill out all of the paperwork and mail out the citations.
The cops, burdened by the paperwork, have requested that the volunteers stop with the speed checks, but the volunteers refuse, claiming that “someone will be killed” if they don’t stay vigilant. Meanwhile the police are planning on performing actual radar traps on the road so that the paperwork is limited to the ticket that they hand to the driver.

Sounds like like the road is under-limited if most drivers come to the conclusion that higher speed is reasonable.
They could take a page from F1 and put in a chicane.
