In the US these are called ratchets. Some places call them ratchet wrenches, which gets confusing here because there are ratcheting wrenches, like the ones made popular by Gear Wrench several years ago and they are not the same thing as a ratchet. So when we say ratchet, we mean the tools pictured below, and the argument over how good a ratchet really is has come down to two things. The number of teeth in the ratcheting mechanism, which determines how little you can swing it and still loosen or tighten a fastener, is probably the biggest talking point. Second is the amount of torque you can put on one without it breaking or coming apart.
